I think they are overworked. I have call twice in the last couple of weeks and put on hold for at least five to ten minutes each time. I have questions about my home auto policies. During both calls I was told they would need to talk with their team and that their computers were slow or not responding. The person I talked with was friendly and said they would get back to me with a call or email. I have not heard from them, that is why I called the second time.
